Proposes amending Article XXII, Section 1 of the Oklahoma Constitution to prohibit non-U.S. citizens from acquiring title to or owning land in Oklahoma

Removes the existing exception that allowed non-citizens who become bona fide residents of Oklahoma to own land

Maintains the exception for Indians born within the United States and for land already owned by non-citizens at the time of adoption

Requires non-citizens and their heirs who acquire real estate through inheritance or other means to dispose of the property within five years or face escheat/forfeiture to the state

Directs the Secretary of State to place the proposed constitutional amendment before voters as a legislative referendum for approval or rejection
