Reduces the term of office for Oklahoma State Regents for Higher Education from 9 years to 4 years, effective upon voter approval of the constitutional amendment

Establishes a two-term limit for Regents, prohibiting individuals from serving more than two terms on the board

Requires the proposed amendment to Section 2 of Article XIII-A of the Oklahoma Constitution be referred to voters as a legislative referendum

Maintains the existing structure of the nine-member board appointed by the Governor and confirmed by the Senate, with members removable only for cause
