Amends ORS 181A.840 to simplify the definition of "private security entity" to mean a person engaged in providing private security professionals for contracted services, removing prior language specifying entities must either employ providers or contract with licensed entities

Adds new exclusion clarifying that persons who contract with a private security entity for private security services are not themselves considered a "private security entity"

Retains existing exclusions for special campus security providers and private security providers on higher education campuses

Declares an emergency, making the act effective immediately upon the Governor's signature rather than the standard 91-day waiting period
