Expands the definition of "provider" eligible for insurance reimbursement under Oregon's behavioral health parity law to include licensed outpatient facilities with certified substance use disorder programs that employ certified alcohol and drug counselor level providers

Amends ORS 743A.168, which requires group health insurers and individual health benefit plans to cover behavioral health treatment at the same level as other medical conditions
