Removes the prohibition on approving public charter school proposals that are affiliated with nonpublic sectarian schools or religious institutions (amending ORS 338.035)

Eliminates the requirement that public charter schools may not violate the Establishment Clause of the First Amendment or be "religion based" (amending ORS 338.115)

Updates cross-references in ORS 336.680 regarding approved recovery schools to reflect the renumbered subsections in the charter school statutes

Amends three Oregon Revised Statutes: ORS 336.680, 338.035, and 338.115
