Prohibits the Teacher Standards and Practices Commission (TSPC) from collecting late application fees for the renewal or reinstatement of substitute teaching licenses

Current law allows late fees up to $40 per month (maximum $200) for renewal and up to $350 for reinstatement of expired licenses; substitute teachers would be exempt from these fees

Amends ORS 342.127 to add a new subsection specifically exempting substitute teaching license applicants from late fee provisions

Applies to applications submitted on or after the effective date

Takes effect July 1, 2026
