Requires insurers to reimburse licensed mental health professionals (clinical social workers, professional counselors, marriage and family therapists) at the same rate as physicians for the same services performed within their scope of practice

Adds licensed mental health professionals to existing reimbursement parity provisions that currently apply to physician associates and nurse practitioners providing primary care or mental health services

Prohibits insurers from delaying claims investigations by requiring duplicate submissions from a claimant's mental health professional, adding this provider type to existing unfair claims settlement practice protections

Exempts federally qualified health maintenance organizations and insurers that employ practitioners on non-fee-for-service arrangements from the equal reimbursement requirements

Applies to health insurance policies issued, renewed, or extended on or after January 1, 2026
