Oregon Health Authority must develop a program to increase consumer involvement in planning and decision-making for behavioral health services access and delivery, becoming operative January 1, 2026

OHA required to contract with a consumer supporter technical assistance center (a peer-run nonprofit where majority of leadership and staff have received behavioral health services) to provide training, develop informational materials, and facilitate consumer participation in policy discussions

Consumer supporter technical assistance center must submit annual progress reports including outreach results, demographic data, training descriptions, and identified areas needing improvement in the behavioral health system

Definition of "consumer" for the Consumer Advisory Council amended to exclude individuals who receive state compensation as employees or contractors within mental or behavioral health systems

$1,500,000 appropriated from the General Fund to OHA for the 2025-2027 biennium to implement the program; declared an emergency effective on passage
