Establishes as Oregon state policy that parental rights to care, custody, and control of children—including decisions about upbringing, education, health care, and mental health—are fundamental rights that government entities may only burden if required by a compelling governmental interest and using the least restrictive means

Grants parents specific enumerated rights including access to all health, medical, and educational records; consent before collection of children's biometric data, DNA, or video/voice recordings by government entities; and prompt notification if abuse, neglect, or criminal offenses are committed against their child

Requires health care providers and others who treat minors without parental consent (as allowed under existing law for minors 14+ for mental health or 15+ for general medical care) to notify parents of the treatment and disclose health information upon parental request, unless exceptions apply such as risk of abuse or an emancipated minor

Creates civil enforcement mechanisms allowing parents to sue government entities for violations, with remedies including declaratory relief, injunctive relief, compensatory damages, and attorney fees; violations by health care providers constitute grounds for license suspension or revocation

Amends multiple Oregon statutes (ORS 109.640, 109.650, 109.670, 109.675, 109.685, 109.690, 109.695, 419B.090) to align with new parental notification requirements and repeals ORS 109.680
