Students must demonstrate proficiency in Essential Learning Skills before receiving a high school diploma or modified diploma, including reading and comprehending text, writing clearly and accurately, and applying mathematics in a variety of settings

State Board of Education required to adopt proficiency standards for Essential Learning Skills and establish assessment options by rule for students to demonstrate proficiency

Students with individualized education programs or Section 504 plans may use accommodations such as additional time, alternative testing locations, and assistive technology when demonstrating proficiency through work samples

Requirements apply to diplomas awarded on or after January 1, 2026, with the State Board of Education and Department of Education authorized to take preparatory actions before that date
