Creates a new offense for minors (under 18) to purchase, attempt to purchase, possess, attempt to possess, or publicly use alternative nicotine products, inhalant delivery systems, or tobacco products

Violations carry a maximum fine of $50, plus escalating community service requirements: up to 16 hours for first offense, 32 hours for second, and 48 hours for third or subsequent violations

Courts may also order participation in a health promotion and risk reduction program, with the minor responsible for program costs and parents required to accompany the minor and pay half the fine

Exemptions apply for minors participating in law enforcement undercover operations, compliance checks for federal tobacco access requirements, or handling tobacco products as part of their employment

Minors who successfully complete all ordered punishments may petition for record expunction and waiver of any fines imposed
