Local government approval required for wetland creation, restoration, or enhancement projects on land zoned for exclusive farm use or mixed farm/forest use if the project would convert land currently used for agricultural purposes

Projects must demonstrate no adverse impact on neighboring properties or water quality, be intended to control insects/rodents/weeds, and not exceed the applicant's lawful water entitlement

Applicants must monitor water levels, water use, water temperature, and nutrient levels, and submit annual reports to the county and Department of State Lands for at least five years

Applicants must agree to restore wetlands to agricultural condition if project objectives are not met within three years of completion, and submit a restoration plan to the Department of State Lands for approval

Tillamook County's existing wetlands pilot program is exempted from these new local government approval requirements
