Establishes the Residential Behavioral Health Capacity Program within the Oregon Health Authority to fund programs that increase withdrawal management, residential treatment, and psychiatric inpatient facility capacity statewide

Appropriates $65 million from the General Fund for the 2025-2027 biennium to support the program, with additional expenditure limits of approximately $820,000 from other revenue sources including federal funds

Requires OHA to develop funding distribution guidelines considering factors such as shovel-ready projects, bed-to-cost ratios, geographic equity, community input, and needs of individuals committed under civil commitment or guilty except for insanity statutes

Program sunsets on January 2, 2027, with the enabling provisions repealed on that date

Declared an emergency measure, taking effect July 1, 2025
