Oregon Department of Education must establish and maintain a registry for tutors who are not licensed through the Teacher Standards and Practices Commission and who work through independent tutoring entities

Applications must be submitted by tutoring entities on behalf of their employees or contractors, and must include the tutor's name, employing entity, nationwide criminal records check results, and whether services are provided online

Department must deny or remove tutors from the registry if they have substantiated reports of misconduct, gross neglect of duty, false application statements, or convictions for crimes listed in ORS 342.143(3)

School districts may only contract with non-licensed tutors if the tutor is registered; registry must be accessible to school districts and the public

Registry inclusion expires after three years and requires renewal; denied or removed tutors may appeal through contested case proceedings; amendments become operative July 1, 2026
