Requires producers of batteries and battery-containing products to join a nonprofit battery producer responsibility organization and implement a statewide collection and recycling program for portable batteries (≤11 lbs or ≤300 watt-hours) and medium format batteries (11-25 lbs or 300-2,000 watt-hours)

Mandates collection site coverage so 95% of Oregon residents are within 15 miles of a site, with minimum requirements based on county and city population sizes, and requires collection at no cost to consumers

Establishes the Battery Producer Responsibility Fund to receive fees and civil penalties, with the Department of Environmental Quality administering and enforcing the program

Sets initial plan submission deadline of September 1, 2027, with programs operational by July 1, 2028; plans are valid for three years and require annual reporting on collection amounts, recycling efficiency, and program expenditures

Prohibits knowingly disposing of covered batteries in municipal solid waste, with civil penalties up to $500 per battery for improper disposal and up to $10,000 per day for producers who fail to join a responsibility organization
