Oregon Department of Energy must establish a rebate program for commercial contractors and licensed landscape professionals to purchase battery-powered leaf blowers, with rebates covering 50% of the cost of blowers, batteries, and chargers

$2,000,000 appropriated from the General Fund for the 2025-2027 biennium to fund the Commercial Landscape Equipment Rebate Fund

Department may set eligibility criteria based on business size and whether applicants operate in areas with local gas-powered leaf blower bans, and may cap annual rebate amounts per applicant

Annual reporting to legislative committees required by December 15, covering rebate dollars distributed, equipment purchased, businesses served, and program effectiveness

Program becomes operative January 1, 2026, and sunsets January 2, 2031, with remaining funds reverting to the General Fund
