State and local governments prohibited from restricting individuals' ability to accept digital assets as payment, conduct peer-to-peer transactions, maintain self-hosted or hardware wallets, develop blockchain software, operate nodes, or exchange digital assets

No taxes, withholdings, or charges may be imposed on digital assets used as payment solely because the payment method is a digital asset; standard taxes that would apply to USD transactions remain permitted

Exempts node operation, digital asset exchanges, and blockchain software development from Oregon Money Transmitters Act licensing requirements (ORS 717.200-717.320)

Cryptocurrency contributions to political candidates, political committees, or petition committees remain prohibited notwithstanding the new blockchain protections
