Department of Education must contract with a third party to study how to promote effective use of K-12 instructional time for positive learning outcomes and classroom environments

Study must evaluate options including funding research-based behavioral programs, hiring trained counselors and mental health professionals, providing support materials, and implementing schoolwide behavior management programs

Third party must identify state and federal laws, regulations, or policies that prevent effective instructional time use through discussions with teachers, staff, administrators, students, and parents from five rural and five urban schools across all congressional districts

Study must estimate funding amounts needed through the State School Fund to implement recommended options

Department must submit findings to Legislative Assembly education committees by September 15, 2026; provisions sunset January 2, 2027
