Home care workers and personal support workers gain the right to labor union representation during interviews, investigations, or administrative reviews that could result in disciplinary action, including suspension, termination, or denial of provider enrollment

Department of Human Services must adopt rules establishing due process rights for these workers, including notice requirements sent by certified mail and email at least three business days before any proceeding

Notices must be provided in the worker's preferred language and must include the date, time, location of the proceeding, the worker's right to a hearing to contest findings, and the right to an interpreter and union representation

Union representatives may present evidence, examine and cross-examine witnesses, and make arguments on matters including statute application, agency precedent, and admissibility of evidence

Declares an emergency, taking effect immediately upon passage by the Governor
