Appropriates $20,000,000 from the General Fund to the Oregon Department of Emergency Management for the biennium beginning July 1, 2025

Creates a grant program for improving fairgrounds designated by local governments as emergency evacuation sites

Requires grant funds be used specifically for essential emergency infrastructure including power, water, telecommunications, and sewer systems

Grant recipients must report annually to the department on project progress until completion

Program sunsets on January 2, 2029; act takes effect 91 days after the 2025 legislative session adjourns
