Eliminates the day-use parking pass requirement for vehicles registered in Oregon at state parks, while maintaining the requirement for out-of-state vehicles

Creates the Oregon Parks for All Subaccount within the Parks Donation Trust Fund, funded by voluntary contributions of $19 or more per year during vehicle registration

Caps annual subaccount spending at $15 million to replace day-use parking pass revenue, with excess funds directed toward maintaining, constructing, and operating state parks, beaches, historic sites, and recreation areas

Requires the State Parks and Recreation Department to report to legislative committees by October 1, 2026, on subaccount revenue, any funding gaps, and changes in park usage

Takes effect 91 days after session adjournment, becomes operative January 1, 2026, and sunsets January 2, 2032
