Establishes a 49%/51% split for State School Fund distributions, with 49% distributed in the first year of each biennium and 51% in the second year for general purpose and transportation grants

Requires the Oregon Department of Administrative Services and Legislative Fiscal Officer to consult with the Department of Education when estimating projected costs for State School Fund programs

Mandates that budget projections for State School Fund programs be based on the second year of the current biennium, assuming distributions followed the 49%/51% split

Requires annual projected local revenue information to be considered when developing budget estimates for school funding programs

Takes effect July 1, 2025 as an emergency measure, applying to State School Fund distributions starting with the 2025-2026 school year
