Oregon Medical Board authorized to establish a registry for practitioners qualified to provide the "five-needle protocol," an auricular acupuncture treatment targeting five ear points (shen men, sympathetic, liver, kidney, lung) for temporary relief of substance use disorder, mental health conditions, or trauma symptoms

Board may set registration requirements including education/training qualifications, application fees, sanitation standards, and disciplinary procedures; may require fingerprints for criminal background checks

Only registered individuals may provide the five-needle protocol, except licensed acupuncturists who are exempt from registration requirements

Registered practitioners may not represent themselves as acupuncturists or claim authorization to practice full acupuncture

Operative date is March 1, 2026, with the act taking effect 91 days after the 2025 legislative session adjourns
