Removes the $1.53 million annual cap on Oregon State Lottery proceeds allocated to the County Fair Account, which was previously adjusted biennially for inflation based on Consumer Price Index data

Maintains the allocation rate at nine-tenths of one percent (0.9%) of net lottery proceeds to the County Fair Account

Allocations remain subject to constitutional requirements for deposits into the Education Stability Fund and Parks and Natural Resources Fund, as well as lottery bond obligations

Declares an emergency, making the act effective immediately upon passage rather than 90 days after the legislative session ends
