Pharmacy services administrative organizations (PSAOs) operating in Oregon must obtain a license from the Department of Consumer and Business Services, with annual renewal required every 12 months

PSAOs must provide independent pharmacies copies of contracts, amendments, payment schedules, or reimbursement rates within 3 calendar days of execution, and must disclose ownership information to pharmacies and third party payers before entering contracts

PSAOs must notify the Department, independent pharmacies, or third party payers of any ownership or control changes within 5 calendar days

The Department may deny, suspend, or revoke PSAO licenses for falsifying applications, engaging in fraud or gross negligence, felony convictions, or violations of the Insurance Code

Administrative services covered include claims assistance, audit assistance, pharmacy network access, centralized payment, setting flat fees for generic drugs, negotiating contracts with manufacturers/wholesalers, and payment data management
