Amends ORS 801.040 to clarify that accident reports filed with city departments are for confidential use by the city department and law enforcement agencies for investigatory purposes

Amends ORS 802.220 to add a definition of "law enforcement agency" as referenced in ORS 811.747 and clarifies that accident reports are confidential for use by law enforcement agencies for investigatory purposes

Authorizes law enforcement agencies to retain copies of police reports submitted to the Department of Transportation under ORS 810.460

Permits law enforcement agencies to share non-personal information from police reports with contracted service providers that assist the agencies

Defines "personal information" that must be protected to include Social Security numbers, driver license numbers, passport numbers, and financial account information with access credentials
