State Department of Agriculture must conduct an analysis of Oregon's agricultural sector economic competitiveness and submit a report to a Legislative Assembly natural resources committee by December 31, 2026

Analysis must assess domestic market competitiveness factors including drought/climate impacts, labor shortages, farmworker housing, regulatory burden compared to other states, and crop insurance gaps

Study must evaluate technological advancements, agricultural infrastructure efficiency, climate-smart practices, post-2020 global market changes, and impacts of foreign investment in Oregon agricultural land

Department must seek input from diverse stakeholders including Indian tribes, various agricultural operations, farmworkers, and university experts; report must include recommendations for a strategic road map

Requirement sunsets January 2, 2027; act takes effect 91st day after 2025 legislative session adjournment
