$5,000,000 appropriated to the Water Resources Department for deposit into the Water Well Abandonment, Repair and Replacement Fund

$5,000,000 appropriated to the Department of Environmental Quality for septic system low-interest loan programs; emergency clause makes the act effective upon passage
