Establishes Oregon state policy to encourage and expand water reuse opportunities while protecting public health and the environment

Requires the Department of Environmental Quality to establish and lead an interagency water reuse team, with mandatory participation from Water Resources Department, Oregon Health Authority, Department of Agriculture, and Department of Fish and Wildlife

Directs the team to provide training, identify regulatory barriers, develop technical assistance for local governments and industries, and establish goals and performance metrics for water reuse development

Requires biennial progress reports to legislative committees by December 15 of each odd-numbered year, with the reporting requirement expiring January 2, 2032

Appropriates $295,126 in General Fund money to DEQ for the 2025-2027 biennium and takes effect July 1, 2025 under emergency declaration
