Department of State Police must create and maintain a public list of states that both recognize Oregon concealed handgun licenses and require similar handgun competency demonstrations for their own licenses

Non-residents holding valid concealed handgun licenses from states on the approved list receive the same legal protections as Oregon CHL holders, including exemptions from local firearm ordinances and public building restrictions

Out-of-state license holders gain exemptions from arrest for certain firearm possession violations, may carry loaded firearms on snowmobiles/ATVs, and may present their license instead of surrendering their firearm for peace officer examination

Reciprocity does not extend to carrying in the Oregon Capitol, commercial airport terminals with over one million annual passengers, or school grounds where governing boards have adopted restrictive policies

Takes effect on the 91st day after the 2025 regular legislative session adjourns
