Creates a new statutory definition for "dental subcontractor" as a prepaid managed care health services organization that contracts with coordinated care organizations (CCOs) or the Oregon Health Authority to provide dental services to Medicaid recipients

Requires the Oregon Health Authority to adopt rules establishing requirements for dental subcontractors contracting with CCOs and incorporate those requirements into CCO contracts

Prohibits the Authority from requiring dental subcontractors to produce reports or information unless required by state or federal law or included in CCO contracts

Requires each CCO governing body to include a representative from a dental subcontractor selected by the CCO

Takes effect on the 91st day after the 2025 legislative session adjourns, with amendments to ORS 414.572 regarding CCO contracts becoming operative January 1, 2026
