Oregon Health Authority must assess fee-for-service billing practices for community health workers serving Medicaid recipients, including reviewing billing codes, aligning reimbursement rates with Medicare fee schedules, and studying the economic model of community health worker organizations

OHA must evaluate non-fee-for-service payment models for community health workers in nonclinical settings, including value-based payments, health-related services programs, and the potential for community billing hubs

OHA must provide technical assistance to coordinated care organizations and community health worker organizations to establish billing structures and alternative payment models for services to Medicaid recipients

OHA must submit a report with an implementation plan to legislative health committees by November 1, 2026

Provisions sunset January 2, 2027; emergency clause makes the act effective July 1, 2025
