Requires the Department of Corrections to maintain demographic records for incarcerated adults, including name, date of birth, race/ethnicity, and county of residence before incarceration

Directs the department to report this demographic data to the Portland State University Population Research Center by January 1 of the year following each federal decennial census

Mandates the Population Research Center to adjust federal census data by counting incarcerated adults at their pre-incarceration county of residence rather than at prison facilities

Requires the Legislative Assembly or Secretary of State to use this adjusted population data when drawing congressional and legislative district boundaries

Applies the adjusted data to apportioning boundaries for all public bodies, including county and municipal governments, but restricts use of the data solely to redistricting purposes
