School districts must adopt policies prohibiting students from using personal electronic devices (cell phones, smartphones) during regular instructional hours, including passing time between classes and meal times

"Personal electronic device" is defined as portable, electrically powered devices capable of making calls, sending texts, and accessing the Internet independently; laptops and devices required for academic activities are excluded

Exceptions are required for students with medical provider orders, individualized education programs (IEPs), or Section 504 education plans

Policies must include consequences for violations and be made available to school personnel, students, and parents/guardians

Non-compliant school districts will be considered nonstandard under ORS 327.103
