Owners and direct contractors become jointly and severally liable for unpaid wages, fringe benefits, and penalties owed to unrepresented employees of direct contractors and subcontractors at any tier on construction projects

Unrepresented employees, authorized third-party representatives, or the Attorney General may bring civil actions to recover unpaid wages, with a 6-year statute of limitations for both regular and overtime wage claims

Subcontractors must provide certified payroll reports, worker names and classifications, contact information, and a 5-year violation history affidavit to owners or direct contractors upon request

Owners and direct contractors may withhold payment from subcontractors who fail to provide required records or to recoup wages paid on the subcontractor's behalf

Public agencies are excluded from the definition of "owner," and employees covered by collective bargaining agreements with wage recovery mechanisms are excluded from the bill's protections
