Creates a new retail liquor sales permit required for individuals selling alcohol to consumers at distilleries and OLCC-appointed retail outlet agents, with applicants required to be at least 18 years old and complete an alcohol server education course

Violation of retail liquor sales permit requirements is a Class B violation with a maximum fine of $1,000; permits expire after five years and must be available for immediate inspection while on duty

Limits distillery licensees and OLCC-appointed retail outlet agents to no more than one minor decoy operation per calendar year, unless there is a documented compliance problem warranting targeted investigation

Individuals holding a service permit under ORS 471.360 are exempt from the separate retail liquor sales permit requirement

Becomes operative January 1, 2027, and takes effect on the 91st day following adjournment of the 2025 legislative session
