Appropriates $10,000,000 from the General Fund for the biennium beginning July 1, 2025, for Tom McCall Waterfront Park initiatives in Portland

Distributes $8,500,000 to the Portland Business Alliance Charitable Institute to establish a revolving grant program for organizers of public festivals and cultural events at the park, with first-cycle priority given to Waterfront Blues Festival, Portland Rose Festival, Portland Winter Light Festival, and Human Access Project

Grant recipients must share event proceeds with the institute for deposit into a revolving fund, and must offer opportunities to new and diversified vendors over time

Allocates $1,500,000 to the Institute of Portland Metropolitan Studies at Portland State University to conduct a stakeholder study on long-term park operation, maintenance, and activation options, covering infrastructure needs, programming, financial sustainability, and public-private partnerships

Study report due to legislative interim committees, the City of Portland, and stakeholders by September 1, 2026; act takes effect 91 days after session adjournment
