Expands the definition of "vulnerable person" under ORS 124.100 to include individuals under 18 years of age, allowing minors to bring civil actions for physical or financial abuse

Prevailing plaintiffs receive triple economic damages (minimum $500), triple noneconomic damages, plus reasonable attorney fees and guardian ad litem costs

Actions must be commenced within seven years after discovery of the abuse

Amendments apply retroactively to abuse occurring before the effective date for pending or new cases, but do not revive previously time-barred claims

Declared an emergency measure, taking effect immediately upon passage
