Removes geographic restrictions that previously prohibited justice of the peace districts from including portions of county seats or cities where circuit courts regularly hold court, affecting counties statewide

Increases the maximum personal payment judicial officers and county clerks may charge for off-site or after-hours marriage solemnization from $100 to $200, plus actual costs

Requires the State Court Administrator to annually adjust the $200 marriage solemnization payment cap based on the Consumer Price Index for All Urban Consumers (West Region), effective each July 1

Maintains the $117 fee for marriages solemnized by tax, appellate, or circuit judges during normal hours at court facilities, deposited into the Judicial Department Operating Account

Applies the new marriage solemnization fee provisions to marriages performed on or after the effective date of the Act
