Prohibits the Oregon Department of Environmental Quality from requiring a Title V operating permit for air curtain incinerators under the state's federal operating permit program

Exemption applies only to air curtain incinerators that burn wood waste, clean lumber, or yard waste

Exemption does not apply if the incinerator is otherwise required to obtain a Title V permit under the federal Clean Air Act or EPA regulations

Takes effect on the 91st day after the 2025 regular legislative session adjourns
