Authorizes adding names of service members to the memorial and other improvements as approved by the Director of Veterans' Affairs

Establishes eligibility criteria for adding names: military records must confirm the service member was killed in action in WWII and was born in Oregon, enlisted in Oregon, or was an Oregon resident prior to enlistment

Defines "killed in action" as dying in theater from enemy action, wounds from enemy action, while a prisoner of war, or remaining missing in action during combat operations from May 27, 1941, to January 31, 1946
