Renames the Oregon Hatchery Research Center Fund to the Oregon Hatchery Monitoring and Maintenance Fund, with expenditures limited to monitoring hatchery impacts on native fish species and hatchery maintenance work, split evenly between these purposes each biennium

Removes the December 31, 2026 sunset date for angling license surcharges ($1 for resident annual licenses, $0.50 for daily licenses, $1.50 for nonresident licenses) and extends them through December 31, 2036

Extends the 4-cents-per-pound ad valorem fee on commercial fish species through December 31, 2036

Requires the State Department of Fish and Wildlife to provide annual financial reports to legislative interim committees on environment and natural resources, replacing the previous quarterly reporting requirement to the Hatchery Research Center Board

Repeals ORS 498.825, 498.827, 498.829, 498.831, and 498.833, with fund provisions set to expire January 2, 2037-2039 and remaining balances transferred to the Hatchery Construction Fund
