Establishes the Wallowa Rural and Recreational Economic Development Board with seven voting members appointed by the Governor to develop strategies for workforce development, workforce housing, and economic development in the region covering Enterprise, Joseph, Lostine, and Wallowa

Creates a grant and loan program administered by the board for local governments, businesses, nonprofits, school districts, and higher education institutions to fund economic development, workforce housing, industrial site certification, and utility/transportation infrastructure

Establishes the Wallowa Rural and Recreational Economic Development Board Fund in the State Treasury to finance grants and loans, funded by legislative appropriations, lottery bond proceeds, donations, loan repayments, and federal/state transfers

Allows Wallowa County to rezone up to 50 acres of resource-use land to residential use within one-half mile of city limits for single-family, middle housing, or multifamily development, with property owners required to sign deed restrictions acknowledging farm/forest/rangeland practice protections

Rezoning provisions sunset January 2, 2037; board must submit annual reports to the Legislature by December 31 each year; Oregon Business Development Department must report on board activities by September 15, 2030
