Dean of the College of Forestry at Oregon State University must establish an annual basic lumber grading training program, including requirements for completion, certification, recertification, program content, and instructor certification

State Board of Forestry must establish procedures to determine program completion, issue instructor certifications, and issue certifications/recertifications to individuals who complete the program

Individuals with degrees related to forest and wood products, or equivalent experience in wood properties, construction, and design, may be exempted from the program by the Board

Certification requires recertification every five years for both program completers and those granted exemptions

Department of Consumer and Business Services must establish rules allowing builders, designers, or owners to use load-bearing dimension lumber tested and approved by certified individuals for one-family, two-family, and multifamily dwellings where the owner will inhabit the structure
