Creates provisional certificates allowing individuals to practice cosmetology fields (barbering, esthetics, hair design, nail technology) under supervision when no accredited school exists within 50 miles of their residence

Requires supervising practitioners to hold an active certificate in the same field for at least 5 years with no current or pending disciplinary actions

Hours of supervised experience under a provisional certificate count equally toward the total educational hours required for full certification

Provisional certificate holders must be actively working toward obtaining full certification and may hold provisional certificates in multiple fields of practice

Provisions become operative January 1, 2027, with the bill taking immediate effect upon passage to allow the Board of Cosmetology time to adopt necessary rules
