Oregon Health Authority must establish the Pregnancy Launch Program to provide services to pregnant persons, parents with children under two, and parents of pregnant minors, including healthy pregnancy support, care plan coordination, referrals to social services, and assistance with housing, employment, education, and substance use treatment

OHA prohibited from contracting with any organization that directly or indirectly provides, promotes, refers for, or assists with abortion services, or employs anyone who has performed an abortion within the previous 24 months

OHA must establish a staffed pregnancy resources hotline that automatically connects pregnant persons seeking abortions with Pregnancy Launch Program organizations, with monthly tracking reports on what percentage of referred callers subsequently obtained abortions

Records from the hotline and program organizations are exempt from public disclosure, including names, personal information, service dates, and referrals of individuals who contact or receive services

Becomes operative January 1, 2026, with OHA required to enter contracts within 10 months of effective date and provide monthly implementation progress reports to legislative committees
