Redefines "oil" for rail transportation fee purposes to mean materials identified by United Nations numbers UN1267, UN3494, or North American number NA1270, as in effect on January 1, 2025

Simplifies the "tank railroad car" definition to require 20 or more tank cars loaded with oil owned by the same owner, eliminating the previous distinction between continuous blocks of 20+ cars and 35+ cars spread throughout a train

Extends the sunset date for oil-by-rail transportation fee provisions from January 2, 2027 to July 1, 2029

Requires any unexpended, unobligated funds remaining in the High Hazard Train Route Oil Spill Preparedness Fund and the Oil and Hazardous Material Transportation by Rail Action Fund to be refunded to payors without interest upon the repeal date
