Public universities in Oregon cannot increase enrollment by more than 5% from the preceding academic year

Universities receiving applications exceeding the enrollment cap must refer excess applicants to the nearest community college (for in-state residents) and to Eastern Oregon University, Oregon Institute of Technology, Southern Oregon University, and Western Oregon University

Higher Education Coordinating Commission must adopt rules for administering the enrollment limit

Enrollment restrictions first apply to the 2027-2028 academic year
