School districts must develop, review, and revise individualized suicide prevention protection plans for each student who demonstrates suicidal behavior, as part of existing comprehensive district suicide prevention plans under ORS 339.343.

Plans must identify specific elements including indicators of suicidal behavior, coping skills, stress triggers, safe places for the student, online class alternatives, trusted contacts, and reasons that encourage the student to want to live.

Development of each plan requires involvement of a suicide prevention specialist, school counselor, public counselor, behavioral/mental health service provider, and the student's parent or guardian.

Annual meetings are required between parents/guardians and school staff for any student who has demonstrated suicidal behavior at any time, to assess educational progress and determine appropriate support plans.

Oregon Health and Science University must convene a work group to examine ways to improve these protection plans and manage disruptive classroom environments during behavioral or mental health crises, with a report due by September 15, 2026.
