Holders of a valid Oregon concealed handgun license (CHL) automatically qualify for a firearm purchase permit without meeting standard requirements

CHL holders are exempt from fingerprinting, photographing, criminal background checks, and firearm safety course completion when applying for or renewing a purchase permit

Department of State Police must charge reduced fees for CHL holders who skip fingerprinting, photographing, and background check requirements

Amends ORS 166.505 to create an alternative qualification pathway for firearm purchase permits alongside existing requirements (background check, no prohibiting orders, mental health evaluation, safety course, fee payment)
